Essential Qualifications and Attributes of Leader: 1- Having the scholarly qualification required for issuing fatwas in different fields of fiqh. 2- Having the justice and piety necessary for the leadership of the Islamic Ummah. 3- Having the right political and social discernment, ingenuity, courage, management qualities and the necessary leadership ability. If there are more than one person having the above-mentioned qualifications, preference shall be given to the person with the better fiqhi and political discernment.
