In order to expeditiously advance social, economic, developmental, health, cultural and educational programs and other matters of public welfare with the cooperation of the people according to local needs, the administration of each village, district, city, county and province shall be supervised by a shura known as the village, district, city, county or provincial shura, the members of which shall be elected by the people of the locality. The qualifications for the eligibility of voters and candidates, the functions and powers, the manner of election, the jurisdiction, and the hierarchy of authority of the shuras shall be determined by law in accordance with the principles of national unity, territorial integrity, the system of the Islamic Republic and loyalty to the central government.
